While deployed, we were armed 24/7, even when on post. Certainly, soldiers do not need to carry their rifles, but, not sure I understand the mentality of banning sidearms while in garrison.

We recently had a pistol match with a bunch of cadets and as part of the rules of the match everyone runs cold. Because the cadets were running cold they were required to be protected by others not in the match with hot rifles at all times.

Possible, but, unlikely. At least 20 shots fired, 4 dead, 14 wounded. Does not sound like a one-on-one incident.
FORT HOOD (CBSDFW.COM) - Four people are confirmed dead and at least 14 people are injured following a shooting at the Fort Hood army post Wednesday evening, according to the House Homeland Security Chair and U.S. Representative from Texas Michael McCaul. CBS News confirms the shooter is among the dead and was killed by a self-inflicted wound. The shooter has been identified as a soldier. He has been identified at 34-year-old Ivan Lopez. The shooting reportedly started as the result of a dispute between soldiers.
KWTX also reports approximately 20 rounds were fired. The FBI, Bell County Sheriff’s Department and the Texas Department of Public Safety all responded to the shooting.

I’m always surprised by easy it is to get on military bases (for contract work). I was just at USMC YERMO lat week and all I needed was a DL, auto insurance and registration. They gave me a pass and the guy at the gate waved me on. Nobody on base was armed (except the police).
The only bases that make it somewhat difficult for me are Fort Irwin (although, once I’m on base they take me everywhere (including their Middle East mock ups)) and Vandenburg. They at least search my truck. Interesting thing about that is they are always interested in the glove box and what in my computer case and basically ignore the two big pressurized nitrogen tanks (which could just as easily be filled with something that goes boom) and another big tank I carry that has a sign on it that says “flammable gas!”
There are places I go on Vandenburg where they take my phone, computer, driver license, etc and give me an RFID badge and an escort. If the I get more than 10 feet away from my escort I get shot by snipers. One time there were three of us, myself, a coworker and the escort. If one of us had to go to the bathroom we all had to go. Comical. Super secret shit going on in buildings with generator tanks that need service. I’m always asking all kinds of questions just to hear the obfuscation and misdirection in their answers.
I used to go surf on Point Mugu but some asshole contractor was hassling someone who turned out to be a commander of some sort and the commander put the kabosh on contractors being able to surf on base. Dumb fuck ruined it. Mugu holds one of the heaviest and best south swell spots in California.

I hear you…I was thinking about his in a civilian context; if he walked up to the motor pool at the local factory and people were allowed to be armed, could the situation be averted or mitigated somehow - but we will never know. The fact is Lopez used a personal weapon (like a civilian would) and didn’t have it registered (like the law states you must). It just looks like a lost soul who broke and then ended up in a situation where he was the only one armed and created havoc until the MP/Police responded.

It’s extremely difficult to protect against the suicidal insider. There are ways, but they’re very expensive, and detrimental to morale and efficient base operation.
