Golden cheetah real time set up linux

I’m looking to do some work on the trainer in the next month to get ready for the season. At the end of last winter I was able to get the Golden Cheetah real-time working with a Garmin USB 2 stick and a development version of GC. At some point I re-installed the OS (Ubuntu). Anyway, I installed the GC V3.03 from the Ubuntu repository, put on and verified my heart rate monitor is working, and tried to see if it would pair up. No luck. I followed the instructions here:

They make it sound completely trivial. I created the /etc/udev/rules.d/51-garmin-usb.rules file as suggested. My garmin stick is recognized (it shows up under lsusb), the heart rate monitor works, the software should be installed correctly–so then why won’t it find the ant+? Any thoughts or suggestions? I’ve spent over an hour messing with this today, and frankly it seems like there must be something I’m missing. I wonder if anyone else has had success with this.

edit to add: i have tried this on both my laptop and a new workstation that I have connected to my TV (this is really they way I want to use the setup).
