Neoprene boots at Oceanside 70.3

Can’t find specific guidance about neoprene boots on the WTC FAQs.
An article on the USAT implies legality by mentioning impact on transition time, but would like to know if anyone has some definitive knowledge.

3. You also lose lots of heat through your feet. Neoprene socks are a good idea, but you may want to use these mostly on training swims, as they can be a hassle when it comes to transitioning to your bike on race day.
