I wasn’t blown away by the show either.
She’s ok, but Kravitz was a little weak, and I didn’t think she fit in well with Missy Elliott either. Perry looked angry as she came in on that lion, which was weird.
Ok, but not great. I guess it’s all about the spectacle.

The NFL wants to bring in entertainers that match a different demographic.
You’re going to get a sizable chunk of the male 30-60 year olds (black & white) watchnig the game regardless who is singing - so there is no point trying to pander to them with their music: i.e. Lynyrd Skynyrd & Coolio concert (hah)
You might as well try and get the demographics that don’t normally tune it - the under 30, particularly female.

I think its even a little more strategic than your post suggests. There’s a little bit of guesswork involved, but also a lot of data (especially from recent performances). They have typically gone with relevant modern pop stars, but took a small break from that after the JT - JJackson scandal.
The formula right now tends to be youngish (i.e. under 50) current pop star as a headliner and then mix in a couple of different genre’s (i.e. Kravits and the rap girl). Its not simply that they are trying to attract other audiences, but that their data shows that they get bigger ratings as a result.
Having said that, I thought it was a good performance. Very Olympic opening ceremonies-ish.

It helps that Perry was on College Gameday mid-season and made a lot of fans from that appearance.
I was at a Super Bowl party that was filled with parents and their kids. Most of the kids were 2-5 years old and had no interest in the game but they all stopped playing and watched the half time show. Based on my experience, they were targeting the pre-school demo, particularly with the beach screen. The kids all loved the dancing coconut trees and beach balls.
As for Missy Elliot’s performance, one of the boys noted the dancers must have needed to make pee-pee as they were all doing the potty dance.
The adults opinion was it was a cross between the Russian Olympic ceremonies and a Wiggles concert.
I watched Katy Perry, that was the only part of the show I actually sit and watched.

In the back of my mind, I was hoping a wardrobe malfunction would occur. First sight and I knew that wasn’t happening, but it was fun. Besides my three year old likes her songs. I like some of them to, YES I SAID IT.
